Remove chorizo with a slotted spoon to a paper-towel-lined plate. Keep 1 tbsp of rendered fat in the skillet.
2Start Risotto Base: In a large, heavy-bottomed pot or Dutch oven, heat the rendered chorizo fat (or 1 tbsp fresh olive oil if preferred) over medium heat. Add minced shallot and cook until softened and translucent, about 3-4 minutes. Add minced garlic and cook for another minute until fragrant.
3Toast Rice & Deglaze: Add Arborio rice to the pot and stir constantly for 2-3 minutes until the edges of the grains are translucent. Pour in the white wine and stir until completely absorbed. Add the steeped saffron threads and their liquid.
4Gradually Add Broth: Begin adding the warm chicken broth, one ladleful at a time, stirring continuously. Wait until each ladleful is almost completely absorbed by the rice before adding the next. This process will take about 18-22 minutes until the rice is al dente (creamy but with a slight bite).
5Sear Scallops: While the risotto is cooking, heat 1 tbsp olive oil in a separate heavy-bottomed pan (cast iron works best) over medium-high heat until just smoking. Season the dried scallops with salt and pepper. Place scallops in the hot pan, ensuring not to overcrowd. Sear for 1.5-2 minutes per side until deeply golden-brown and caramelized.
6Finish Risotto: Remove the risotto from heat. Stir in the cold cubed butter and grated Parmesan cheese vigorously until creamy. Check seasoning and adjust with salt and pepper as needed.
7Serve: Divide the creamy saffron risotto among four warmed plates. Top each portion with seared scallops. Garnish generously with the crispy chorizo crumble, fresh chopped parsley, and a squeeze of fresh lemon juice.
